1993 F-150 solenoid is clicking but no start

I go to start it and the solenoid is clicking but the starter won't make a noise or anything. Replaced ignition switch and the whole steering column. Everything electrical (windows, wipers, blinkers, etc.) Is working. Battery is good. Starter is good I think. Alternator is good. The solenoid (it is located on the passenger fender) has 2 bolt things on it and the one closest to the battery shows 12.5 volts before I turn the key. The other bolt thing says 0 volts. When I turn the key all the way to start the enging the bolt thing closest to the battery shows 0 and the one closest to the cab of the truck shows 12.5 volts. I have replaced to solenoid 3 times today and it does the same thing every time except the last time the solenoids bolt closest to the the battery was showing 0 and the one closest to the cab was showing 12.5 and they reversed when I turned the key all the way. I have no clue and would appreciate any help at all. Thank you.

did you try to clean the terminal s
check the big wire on the starter for 12 v
all the time the small wire should have 12 v or more only when you try to start if ok starter no good
and check that small wire for good connection
( be safe make sure the EBRAKE is on
disable the fuel system until you figure out the starting problem)

Yes, I got a voltimeter and started checking the starter and it ended up being the starter. I assumed that it wasn't because the thing was starting fine and then poof, nothing. I had been having problems with my solenoid for awhile and my starter has always popped off just fine. It never made noises or nothing. My solenoide was going out often and mabey that's why but long story short I pulled the starter, bench tested it, nothing. So I went and got a new one and it pops off just fine now. Sorry for a question that was stupid but mabey it will help someone else with the same problem.
