2004 Ford Explorer light goes on

Hi my 2004 ford explorer keeps showing a light its not the seat belt light which is red its on the left hand side in the bottom it is yellow and it looks like a person sitting with a seat belt across and it has a little round ball I have no idea what that means it flashes on and off?

Is it an air bag light !!
does the horn work ?
suspect clock spring
need to have system scanned for codes

need manual CHECK IT @
