2004 Ford Explorer 6 cyl Four Wheel Drive Automatic

why does the steering wheel shudder when braking? The brake pads do not look worn too low, although the rear rotors look like they are wearing a little strange.

Sounds to me like the rotors need to be machined down.

When they are warped they will cause a vibration like that.

To see if its front or back brakes use the parking brake to stop vehicle. If vibration is gone its the front.

If not then suspect front and possibly rear.
