I was driving then I stop at a light, I put the car in neutral turn the ignition off and then back on. It wouldn't start, so I put it in drive back to neutral then back to drive and it started on its own. Now I can't turn the ignitiion or cut the car off. When I change the gears it makes a clinking sound you know when you try starting a car thats already on. Oh yeah nothing else works but the headlights and horn

It sounds like you have a bad ignition switch. Have you checked that?
