My truck had the fuel pump replaced about 5 months ago, and its working. Put an new inline fuel filter on today. It starts but seems like its getting air in the line. It looses power and fuel flow. I'm not sure its getting air that's just what it seems like since its loosing power, and fuel flow. It feels like its cutting out.

Have you checked fuel pump pressure? That is where I would start. Here is a how to for checking.

You will need a fuel pressure gauge. Most parts stores will lend or rent them.

Check that and let me know what you find.
