88 escort fuel system not getting power

1988 escort, 1.9 with 174,000 miles. The fuel pump and TBI fuel injector are not getting power when the ignition is turned. It fires up with ether. Sometimes the fuel pump with get a blip of power when the key is being turned off. I have tested the ignition module, the pump, and the injector. There must be some module or switch that is not sending the power to the fuel system. Any Ideas?

There is a fuel pump relay under the hood. The fuel pump should be energized for a few seconds while cranking the starter, yours sounds backwards. I would suspect the ignition switch has a burned contact inside. If you have access to a wiring diagram and test light i would backprobe the terminals.
