2001 Ford Escort Car won't start

Electrical problem
2001 Ford Escort 4 cyl

Car was running fine and a storm came along and flooded the streets and I went through the water and then the car ran dead. Now it won't start. I have let it sit for a couple of hours and still no start. When I insert the key. Lights and all come on. I go to turn it over and it makes a noise but not starting. Help!
