1998 Ford Escort Overheating

When I turn on the a/c, the car overheats. If I leave the a/c off, car runs fine. I took it to the dealer last year and they replaced the relay for another problem. since this overheating started, I have replaced the electric cooling fan and the fan switch, but the fan still doesn't seem to kick in. what else could it be?

does the fan come on at all? if not then check fuse and cooling fan relay(s) as well as engine coolant temp. sensor.
