When I hit bumps in the road I hear a clunk clunk in the right front end. I had someone tell me that is the strut boot and that it can't be fixed. He showed me where the boot cover jiggles so when I go over bumps or rough road I hear the noise. He said there is no harm and it really can be fixed. Is this right? Can I just replace it? And if so, what cost?

It's more likley the strut or strut mount making the noise, especially with the mileage you have, All strut parts are replaceable. Shop around prices will vary, but if you could do it yourself, struts are 50-60 each, the mounts are 20-30, and the boot and bumpers could be dealer only parts. Or not! You will pay considerably more at a shop!

Save your money. Its not the sruts. I just replaced both of mine at 90K miles to include the mounting plates and the boots along with the bumpers. I still have the clunking noise.
