When the heater malfunctions it is usually corrosion in the fuse panel contacts.
Wrap fine sandpaper around a small hex key.
Slide it back and forth in the heater fuse contacts.
Check the fuse with an ohm meter too.
Use a dab of dielectric grease on the fuse clamps.
Clean the heater resistor terminals with fine sandpaper and clean the corrosion off the back supports for the resistor coils.
Check resistor with ohm meter as well.
The turn signals wires sometimes have poor grounds.
Mine work fine on my 82 van.
Dielectric grease on all electrical connections is wonderful.
