Airbag Diagnostic Module beeping

My car wont start and here are the symptoms:
Turn key, power comes on normally except the fuel pump does not come on. With key in on position, a beep noise (that beeps 5 times then pauses then beeps 5 times then pauses etc.) Is coming from the "airbag diagnostic module" behind the passenger airbag in the dash. Its a blue box the size of a soap dish that ive even tried replacing but its still beeping. I already tried the inertia switch in the trunk but that was never tripped in the first place. Can anyone clue me in why this thing is not letting my car start? Ive called about 10 dealerships and no one has an idea as to what the problem is.

It may be two different problems? The Air Bag Monitor will beep if it doesn't receive a voltage value on the air bag warning lamp circuit to the module. Ie air bag bulb (in the dash) burnt out, missing, or blown fuse.

The no start I'd look to see if the check engine light comes on with the key on. Check under the hood fuses and try swapping the fuel pump relay with the A/C relay.
