2000 Ford Crown Victoria Idling

I have periodic idling issues. It doesnt happen everytime maybe once every 2 weeks. Anyway I know as soon as I turn the key whether there is a problem or not. Usually when I turn the key the motor rpms are high like an old caborator with the choke set then it gradually reduces. When the problem occurs as soon as I turn the key the motor kinda of stumbles and I have to give it gas to keep it running. Also if I try to put it in gear I have to continuously give it gas or it may cut out. The funny thing is that if I wait a few minutes and try to start it again it may be just fine. This is not always the case sometimes it takes much time and many starts for it to correct itself.

Has the check engine light ever come on?

No the chk engine light never came on. I even check the car with the obd2 and it was clear. No codes

It's odd there are no codes because it sounds like it's missing. When was the last tune up? I'm wondering if the plugs can't burn the added fuel on cold starts.

Check the Idle Air Control valve. It is located to the rear center of the engine behind and bolted on to the throttle body.
