When I turn the key to start the vehicle the engine turns over but does not start. The gauges at the cluster do not move and none of the lights at the cluster come on.
I checked for blown fuses everything okay and the headlights do come on also the battery has 12.9 volts.

Welcome to 2CarPros.
I need you to check two things in specific. Under the hood, locate the fuse box. Check and confirm there is not a loose connection to the fuel box from the battery. Next, check the battery 1 fuse. That is what sends power to the interior fuse box for the cluster, gauges, and so on.
Make sure you remove the fuse and check continuity on the fuse and make sure there is power to it.

The 2 videos I sent did not come out as planned. Tested all fuses only the crank 10 amp fuse did not light up with the tester removed the fuse it was okay but replaced with a new one just in case. Then checked the crank fuse terminal with the test light and showed no power on either side of this terminal.

I couldn't tell which fuses you were checking in the video, but I'm glad you got it figured out. You mentioned there was no power to the crank fuse. Was there a corrosion problem or something different?

I removed the clip holding the fuse box and looked underneath connection looked good and clean but there is no power at the crank fuse removed fuse and checked terminal with tester and no power at the crank terminal not sure how to proceed from here car still not working.
To view video in full frame play video then right click on video then click on open video in new tab you will then be able to view the video in full frame.

Hello Joe,
good news I got the car started under the tilt lever at the steering wheel there is a black box when I moved the wires with my hand the dash lights came on and the car started what is the name of this part. See video

Looking at the above pic, that is the main steering column wiring harness connects. The red wire appears to have been worked on before and someone placed that wire through to check for power easier. Remove it. That is a power supply and inspect the red wire for damage. They may have that wire broken inside and only making contact when you moved the harness.
