They mean the fuel system is too lean and the computer has reached it's adaptive limits and can no longer compensate for it.

On a Ford, 90% or the time this is caused by a bad vacuum leak at one of the large rubber hoses or connectors.
You can perform a smoke test to locate it if it's not obvious.

The smoke machine costs about $1000 so I doubt you have one. You probably need to have someone do it for you.
