Okay, it sounds like you have replaced most everything in the circuit, so lets get down to the nitty gritty and figure out what's going on, since the obvious components weren't it. In order to test this circuit though you are going to have to use a multi-meter. I have included a link down below in case you are unfamiliar with how to use one.

Okay, North American Honda taught me that 75% of electrical problems are going to be the grounds. So let's start by looking a G206(behind the center of the I/P),G302(Underneath center console),G100(Left front of Engine Compartment), and G101(Right front of engine compartment). I want you to really look hard at G206, if I was in Vegas and had to make a bet it would be on G206. Make sure they clean clean,corrosion free, and making good metal to metal contact. I have included wiring diagrams for you in the diagrams below, Check out these grounds and get back to us with what you find out. We can go from there.
