When you turn the key off the engine keeps running, the radio turns off, but the engine stays on. I have been turning it off by putting in 5th gear release the clutch, hold the brake and let it die, the dashboard lights stay on. I then disconnect the battery and reconnect and the lights are off.

It sounds like one of two things could be wrong, the alternator diode is leaking a/c voltage into the electrical system or the ignition switch has gone bad, here is some info on testing the alternator, read at the bottom of the article

I HAVE A NEW DISCOVERY, I HEARD A CLICKING ON THE FENDER WALL IT WAS THE ECCS RELAY, I PULLED IT OUT AND THE VEHICLE STARTS AND SHUTS OFF JUST FINE, BUT WHEN I PUT A NEW ONE IN IT IS BACK TO THE SAME OLD WAY. NEED MORE HELP.

I looked up the wiring for this relay and it looks like it is controlled by the ECM, here is the diagram, it could be the computer has gone bad not allowing the relay to open

THIS IS A PRICEY PART WILL ONE FROM AUTOMATIC WORK IN MY 5SPD STICK OR DO YOU HAVE A CROSS REFERENCE OF WHAT OTHER VEHICLES I CAN GET THE ECM OUT OF IN A JUNK YARD OR USED

Yep you can get one from a wrecking yard no problem. They will have the cross reference.
