1999 Dodge Stratus car do not start

I find out every time I fiuel up the tank the car start and les a mile motor enginer stop, I find fuse burn off, I replace the fuse and the car start and runing again. What I notice is when I not fuel up the tank the car have no problem.
Why this occur?
Also now show in the coputer open Loop what this meanong?

If it only happens when you fill the tank, there must be a short on the fuel pump wiring up high causing it to blow a fuse. Is it the fuel pump fuse?
