1997 Dodge Stratus rear brake

I am having trouble with my rear brakes on the passenger side of the car. I go through a set of pads in 3 months. I have changed the wheel cylinder and drums. Now it is leaking brake fluid from the same side. Any ideas what could be wrong?

Is it comign from the caliper, brake line?

After driving vehicle jack it up and try to turn said wheel, does it turn? Or does the brakes drag?

Notice any hard stopping lately?
