Why isn't my battery charging!

I have a 1989 Dodge Shadow.It has 130,00 miles on it and has a 2.5 L engine size. Recently I've discovered that my battery is not charging. I have tested the battery and the altinator and have found out that they work and thats not the problem. Can some one please help me before I kill this car . thank you.

start the car and then disconnect the negative side of the battery, the car should still run. The altinator could be charging but the internal voltage regulator is not working right to charge the battery
