1997 Dodge Ram 1997 Dodge wont start

I have a 1997 Dodge Ram 1500 that will not start. I have power, battery is good and has been checked, as well as the starter. I have power to some other systems, but not all. The radio, dash lights, etc work, however the power windows, heater fan etc do not. I have replaced 2 engine relays and the two 40 amp fuses. One of the fuses was blown, but replacing it did not help. I'm fairly sure it is not the ignition switch as once I turn it to the start position, I can see the other lights flutter. It may be the neutral position switch on the transmission, I have yet to eliminate that yet, but I do not believe that is the problem with the other power problem. I am at a loss for an answer to the problem.

Not in the vehicle, however it tested fine.

Have you checked the starter relay? Is there power to it?
