Dodge Neon - squealing/screeching when idle

This question is for a friend.
She has a Dodge Neon, not for sure of the year... between '97 and '02. Whenever she idles or sometimes when the car just starts there will be a loud squealing/screeching sound coming from somewhere under the hood.

It mostly happens as she is coming to a stop at a stop sign or light and then sometimes while it is idling there but no sounds at higher speeds above 15mph I think.

She says she's had the belts changed so not sure what else to suggest.

Thanks.

Sounds like the belt tensioner is bad .This will cause the belt to slip. Hope this helps
