After driving 50 miles or so, when I park the car the radiator will not shut off runs continously and kills the battery.

First of all thank you so much for your donation. Do you mean your radiator fan stay's on constantly and kill's your battery? Also what model do you have? The plain neon or the sport?

I have the plain Neon, radiator fan stays on, is it the connector wires or what, have to disconnect negative battery cable for 45 minutes, so the battery will not go dead. The car is cold at this time and fan is off.

Look's like you have a sticking cooling fan relay or a bad coolant temp sensor.I posted diagram's of where the coolant temp sensor is and also a resistance chart so you can test the sensor with a ohm's meter.Does the fan come on quickly after you do a cold start? If that's the case then you can test the coolant temp sensor while it's fairly cold.Once we rule out the temp sensor then we can check and see if we have a stuck relay.
