I just installed a new car battery, and now the alarm went off lights blinking and loud noise, I don't know how to turn off alarm, and the alarm won't allow me
to start my car, I have a toggle switch

This is obviuosly an aftermarket alarm I am guessing but this is an easy problem to solve. If you do not need the alarm simply remove it and make sure the wiring is correctly done when removing. If you want to keep the alarm this is one of the features of this type of alarm if it senses and electric surge such as the one you provided by switching the battery you caused the alarm to activate. Remove the postive wire from the battery and wait 15 minutes for the alarm to reset and drain down any remaining power. Locate the power wire for the alarm and remove it so it does not get any power when you reconnect the battery. Reconnect the battery and try to start the car. If it still will not start the alarm may still be activated. Without removing the positve wire from the battery recconnect the hot wire to the alarm and see if the alarm has reset itself and try to start the car. If the alarm goes off when reconnected the alarm itself might be faulty. Also the toggle switch (unsure of what the function of it is but I am assuming it turns it on and off might be stuck in the on position and trying to start the car is setting off the alarm.
