poor wet road traction

2005 Dodge Stratus, 30,000 miles. 4cyl, SXT, no ABS.

This car is horrible in the rain. I have Goodyear Eagle radials with good tread. Proper alignment and tire pressure. I have slid through 2 intersections at low speed and have pumped the brakes...
How can I correct this problem?

sounds like the front brakes are locking up to soon. but goodyear eagle tires are made of hard rubber and have not done well in the past.
