Rear Wheel Locks

2000 Dodge Dakota 2 wheel drive, passenger side rear wheel locks. Noticed skids on driveway. What could be the problem? What do I need to fix it? Thank you.

During winter never use the E-brake you are asking for trouble.

Open up that side and inspect the cable and shoes-maybe the cable is tensioned or a frozen wheel cyclinder etc.
