I replaced my heater core. I have not recharged the a/c yet. When you turn on the fan for the face vents it blows through the defogger vents. I double checked all the connections. Is it because the a/c is not charged yet?

no, the A/C has nothing to do with this.. was it doing this prior to replacing the heater core? if not then you have reconnected a vacuum line or something incorrectly, causing the blend door to be stuck at defrost.
