1990 Dodge Dakota No start condition

The truck has no problems starting and running fine during the entire year that the temperature is above 30-32 degrees.

When the temp drops below freezing, the truck will not start. When the weather warms over 32 or so, it starts right up and runs normally.

We let the gas tank level drop below 1/8 tank, added three bottles of HEET red bottle gas drier because we thought it was gas line freezing. BUT, as soon as the temperature dropped below freezing, it still won't start.
Any ideas to help with this be will much appreciated!

No, it won't start with starting fluid/ether. I am thinking it is time to look at something other than the fuel system. I have not checked for adequate spark yet, not sure the best way to do that other than remove a plug and crank the engine'
