It wont start but if I "jump" ( touch the connector on the starter relay) it will turn over but not crank?

It wont start but if I "jump" ( touch the connector on the starter relay) it will turn over but not crank. We have checked relays and fuse we have checked the ignition. Not sure where to go now. Also my check engine light is not on and we are not getting any codes for the computer either
