The fan relay is an electronic module next to the radiator. The two mounting bolts can break, then the module overheats and fails. The recall was just to replace the bolts. These repairs were done ten years ago.
Reprogramming the engine computer should not be necessary. Didn't it run the fans properly before? It shouldn't be necessary to change that.
Suspect a defective fan relay. As a test, unplug the two-wire coolant temperature sensor. If the fan turns on, the system is working properly and the problem has to do with the temperature gauge. I suspect the fan will not turn on because you said it didn't run with the AC turned on either. I assume the AC compressor runs when you turn on the AC. If it doesn't, you may have a second problem. If the AC system is low on charge, the compressor won't engage, and the fan won't be commanded on either.
