The switch for both speed control, horn, and also the airbag itself all are wired up the steering column through a round clockspring. This allows wiring these without having the wire wrap around the steering wheel as you turn the wheel. This clockspring is under the airbag and that and the wheel must come off just to replace it on a 98 if I remember right. It may have blown a fuse when it broke but probably not. This gives you a chance to be sure the airbag is connected ok also because it comes off first with 4 10mm nuts from behind the steering wheel. Ok the job takes around an hour and the part costs around 125.00 but it's the cheapest part there. The airbag module is over a thousand dollars making it a hot item in the black market auto parts theft gangs.
