Lights come on brand new battery wondering how to check starter or seloniod

Hi:
It sounds like the solenoid. Have a helper turn the key to the start position while you check voltage to the smaller of the two wires on the starter. You should have 12 volts. If you do, remove the starter and have it bench tested. Chances are it's bad.

I own a 1999 Dodge Caravan SE and I had a problem similar to yours (I think). You could turn on the lights and everything else but it just wouldn't turn over and start. I had people telling me that it was this or that (EXPENSIVE parts to replace) and the whole problem turned out to be a simple little ignition switch. It turned out to be that the part where you insert the key, on the steering column, had become worn and needed to be replaced. A FIVE dollar part, and the "experts" at the car repair places wanted me to pay hundreds to do other stuff that was surely the problem. What I'm saying is that you should NEVER just take the advice of only one "expert"; shop around and try to learn as much as possible. Remember, the car repair places are businesses designed to MAKE money.
