1996 Dodge Caravan starting issues

My dodge van was having starting problems related to the battery not staying charged. Changed the batt and installed a new alternator.

Now, IF the car is jumped, that is the cables to the pos. Terminal on the batt, and the neg cable to a good engine ground, the van will start normally. Turn the key, and it starts immediately.

but! Once the cables are removed, then the van will run fine. UNTIL you turn it off. Then the entire electrical system is dead. That is, there doesn't seem to be any power to anything - no interior lights, no dash, no nothing. And, of course, the van won't start.

In the 'dead' state, even w/ the key removed, there is occasionally the 'remove key' ding, ding, ding. AND, there seems to be a light clicking coming from inside the key assembly on the steering column.

Otherwise, absolutely nothing. UNTIL you jump the van again - then it will start and run just great.

Thought it might be a bad ground issue, but still looking for a Neg Batt cable to fit the van.

Ideas?

Could be the computer controlled field generation voltage regulator not controlling the alternator therefore not charging the battery-see below
