1994 Dodge Caravan Fuel Pump

When I turn the ignition key to the on position, the fuel pump does not operate. It does operate when cranking. Is this normal? Is the pump supposed to operate with the key in the on position?

No, It won't start. (It will start and run for few seconds if I pour fuel into the carb.) I've pulled the gas tank. Cleaned the lines. The relay and fuse are good. Installed a new fuel filter. I bought a new fuel pump and tested it before I pulled the old one from the tank. On testing both pumps, neither will run with the key in the "on/run" position. They both run when cranking.

It went bad real fast. It almost killed at three stops lights, got it home. Hasn't started since.

Thanks for the suggestion. I considered that, but the auto shutdown relay was also good. I spoke to a local mechanic, and found out Chrysler/ Dodge vehicle's fuel pumps don't pre-stage with the key in the on/run position like Ford or GM vehicles. I put the new fuel pump in and it runs like a charm. It was a heck of a job working by myself, but I got it done with the usual scratches and busted knuckles. Thanks for your help.
