It sounds as though the switch itself is bad. I am going to provide directions for testing it first. You will need to use a multi meter to perform the tests. Here is a link that shows how to use such a meter and how to check wiring:

Don't laugh, but make sure the brake lights are not sticking on all the time.

Here are the directions for testing.
Main Switch Test/Replacement
1. Remove the driver's dashboard lower cover.

2. Release the clips of the main switch and push the main switch (A) out of the panel, then disconnect the 5P connector (B) from the main switch.

3. Check for continuity between the terminals in each switch position according to the table. If there is no continuity, replace illumination bulbs (C) or the switch,

Next, if you find the switch is bad, the aforementioned directions are for replacement, too.
