The timing belt was missing due to teeth missing off the belt. Belt was not broken. I took the tensioner off and aligned the two cam sprockets and took belt off and proceeded to adjust crank shaft pulley but it only turns about 1/4 of a turn and comes to a complete stop and will not turn anymore. There is no battery in the car and have tried putting it in neutral, park, reverse and drive to see if maybe it needs to be in a certain gear un order for it to turn. I am at a loss right now and dont know what my next step should be to fix this issue. Im thinking the worst at the moment in that the engine may be locked up. Please help me. Thanks

It sounds like you bent a few valves. Timing belts letting go on that car is usually a terminal condition for the engine. That is why it is so important to change it before that happens.
