My brother owns the vehicle listed above it is a 140i GLE. A few days ago while he was driving it, it started leaking oil underneath the engine and you can hear some weird sound inside the engine when you start it and some of people who knows about cars says the block is damaged while others say it is not a block but maybe it is a topcasket. I just want to know if a car can start if the block is damaged if not what might be a problem and do we need to get a new engine or replace a block?

You need a live person to look at the engine. An engine can run with a cracked block, but a cracked block is very rare. There are a lot more common causes of a sudden oil leak. If you continue to run the engine until too much oil leaks out, that will cause major damage. Given the age and mileage, it may not be economically feasible to install a used engine.
