Cluster needles and blinkers are not working properly?

The needles on the cluster won't move and the turn signals won't work unless I turn on hazard button. all fuses are good.

This sounds like you have a cluster that needs to be replaced. But let's try a system reboot, please follow this guide and it could reset the system:

If this doesn't work let's get a rebuilt cluster by searching google or eBay. Check out the images (below). Please let us know how it goes. I would loosen the steering column mounting bolts to lower the column instead of removing the steering wheel. Also please check out the flasher module for the blinker issue if the cluster doesn't fix it.
