Eccessive turning effort/radius

I have a 1989 Turbo 2.5 convertible with 15 inch factory wheels. It is an automatic.
The problem is the car has horrible turning, it wont turn sharp, only wide. It sometimes takes 2 tries to turn into the driveway. It is also very stiff. There is no play or shimmy in the steering. I am not the original owner and wonder if someone put the wrong rack and pinion or if it is somehow damaged. Have you ever seen this problem before?

Could be the wrong rack in it. Hard to turn like low/no power assist? Do the wheels turn until they hit the steering stops?

There are no typical steering stops like iv'e seen on the lower control arms in the past. One more interesting thing is the steering whell only turns 2 times not the typical 2.6 turns i found in the specs online. I have clearance in the wheelwell to turn farther.

Sounds like it could be the wrong rack and pinion
