1996 Chysler Grand Voyager Speedometer

I just bought a 96 Grand voyager and the speedometer doesn't go past 30 I test drove it and there wasn't a problem butnow there is it feels like I am going much faster what wrong with it I am scared to take it to a mechanic because I don't want to get ripped of could someone tell me what's wrong and how much should it cost to fix

Do you have a check engine light on
check for codes
most common is the solenoid pack on the side of the engine or input output sensors
