I am looking to purchase a 1993 Chrysler New Yorker. The speedometer does not work, but the odometer does. I am wondering how expensive would it be to fix.

Hi jmacintn. Welcome to the forum. The easiest is to find a used instrument cluster in a salvage yard. It is a computer module, but thankfully not nearly as complicated and unreliable as those in newer cars. The fact that the odometer works tells you the Transmission Computer knows vehicle speed and the Body Computer is relaying the information to the Engine Computer and the instrument cluster. The speedometer is no longer driven by a simple, reliable cable. It consists of four coils of wire that are pulsed with various voltages to position the pointer. The circuitry that does that most likely is the cause of the problem.
