Heater is blowing cold air when car is parked&running, But when you start drving it start to get warm?

2 things to check: Coolant level and air trapped in cooling system. One outside chance is the water pump impellor is failing and not pushing enough water at low engine speeds.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
