they can only get 2 passing codes the rest still don't read after 400+miles

Take a look at the pcm, These were common for water intrusion. Here in NY the water can freeze in them and bust them open. It is located on the passenger front corner of the car, in front of the wheel well.

Suggested Repair

Inspect the PCM for water intrusion and freeze damage; it is on the passenger front corner ahead of the wheel well. If the PCM is replaced or the monitors are reset, complete varied drive cycles so the readiness monitors can set.

Conversation Summary

A 1996 Chevrolet Cavalier 2.2 with a 5-speed failed a New York inspection because the scan tool could not read most readiness monitors. After more than 400 miles of varied driving, only two monitors passed. Experts said the PCM may be faulty, noted these units commonly suffer water intrusion and freeze damage, and confirmed that driving is still required to reset the monitors.
