1998 Chevy Suburban No brake lights on the lower quarter pa

I have 98 Chevy Suburban, the lower quarter panel brake lights don't work but the brake light that is mounted above the rear hatch and gate works just fine. Please help me understand the why one works and the other does not. I took both lights apart and still no luck in getting them to work.

If replacing the bulbs doesn't work, you may have to replace the circuit board.

Thanks Zackman, I have replaced the bulbs, nothing doing, however, I got a temporary on for just one second but nothing since.
