Rust

I bought a truck out of New England and the underside has rusted substantially. I am trying to figure out the best method I can to neutralize the rust and to protect the truck form rusting further. The frame, axles, drive train, oil pan, and everything else on the underside is in a little bit of trouble. The body is fine. I think the doors were replaced and the whole thing was repainted before I bought it. What do I need to do?

If you are that concerned, you need to sandblast and undercoat, in that order! This will depend on how deep seated the rust is. For the most part, wire brush off all loose flaky rust, treat with a good quality rust converting solution, and paint with a anti rust metal preparation paint. Your local body shop will be able to advise you on better brands and available treatments.
