The rebuilt valve body has every thing new in it new gaskets new spacer plate new screen it shift fine for a block and I stop and took off again and shift fine the first shift the second shift nothing

You might try checking the valve body spacer plate for any small metal debris in the passages. Theese transmissions are prone to excess casting material plugging up restricter holes in the spacer plate.
