Check the linkage to make sure it works and then pull encoder motor and see if it is shifting. However encoder motors are a high failure rate.

Motor is less than a year old, and was told it can cause real damage to it operating uninstalled. Any way I can shift it to 2hi manually? I know I can with Tcase, but not sure with motor.

You don't leave the motor out you just test it then put it back in if it works then it's a problem inside tcase.

Will a bad encoder make any noise if its bad? It makes a sound as if its working, just not shifting. Gets a winding sound for a second or two, stops, and tries again. And repeats until svc light comes on

Encoders don't normally make noise they only work or not if you have a noise then check fluid level if you can it may be internal problem like a bad shift fork inside tcase.
