2003 Chevy Silverado Running day lights

Ok my silverado is giving me trouble because the running day lights are not on during the day like they are supposed to be yet my head lights are always on during the day and evening and I was wondering if that is supposed to be that way or is it not and how could I fix this problem? Could it be a faulty wire or a computer error? Thanx oh and also how can I give feedbacks because I tried to last time and I couldnt because it said I didnt have any points or something like that?
