The fact that the plugs are dry is concerning. This doesn't sound like a fuel issue just because you used starter fluid and it still didn't want to crank but the fact that the plugs are dry after all this cranking shows we are not getting fuel in the combustion chamber.

Even though there is pressure at the rail, I am thinking the best thing to do is confirm the pressure is actually high enough to start the engine.

This engine actually requires almost 60 PSI of pressure which is a pretty high amount of pressure so this may be a regulator issue.
Basically this is responsible for maintaining proper pressure at the injectors so let's start with checking it while it is cranking and see what it is.
