I was driving to work and my steering wheel locked up on me, I couldn't turn and now I try to turn the wheel and it is still really tight I checked the steering fluid and theres some in there
do you think it can be my pulley or belt or both?

Fill it up and see if it works. Possible leak or bad pump or steering rack

Do you think it could be my pulley or belt or both? Would that even cause my steering wheel 2 lock up on me? And is this expensive to fix?

If it was the belt your battery light would have come on. Open the hood and see if it came off.

Well when my steering locked up on me the battery light did come on. If the pulley or belt is the problem is that expensive to fix? When I got it towed they open the hood and the belt wasnt moving for a min. The guy tapped it and it started moving again but the belt looked like it was jumping off the pulley.

Most likely the belt tensioner broke. You can expect to pay about 150 for the repair, if my diagnosis is correct
