Fuel Pump Problems

I have a 97 lumina car with 147,000km. I bought it with 53,000km. I am now having to replace my second fuel pump in the car ( $1000 repair). I looked at my previous invoice and the fule filter was changed. I am now wondering if I should have the fule tank steam cleaned? The mechanic I have working on it says no.

Waht could be causing these fule pumps to malfunction so quickly?

Bad connections-due to voltage drop in the circuit.
